In short, you will need the Command Center building and a production building. Airfield for air units, Barracks for infantry and a Factory for ground vehicles. You can find the requirements for buildings and units when you move your mouse over their icon at the bottom menu bar inside your base.
If you have those buildings in place, change to the Offense screen of your base. Here you select the units you want to deploy for an attack. Click on the units icon and place it on the Offense screen to field them.
The level of your Command Center determines the number of your Army Points. The more AP the more units you can field.
Simple answer is no - if you're at the limit of army points they can't be extended beyond the maximum. Increasing the Command Centre increases the limit until the maximum is reached. What is your limit?
