Why is part of the player not receiving the badge as the 4th alliance on Firestorm 4 ???

Because the alliance already received a badge.

The same alliance can attack and defeat the fortress 100x if it wants, you're not getting another badge.

This rule has been known for 10 years.

It is also true that if a player already has a badge on a world they will not get a second or subsequent badge.
