Tactics do not engage, QB does not pass

Help, tired of playing and losing because the QB will not pass the ball. I thought you fixed the issues with screen responsiveness??? Try to use the tactics feature, will engage 20% of the time if I am lucky. Press tactic, just shows banner, will not go into effect. Please help, getting really Frustrated.
