Over the Cap Limit

My franchise is in week 2 of year 2 and there are multiple CPU teams over the salary cap. The Eagles specifically are 25 million over the cap. Is there a fix for this? How is it even posible

Franchise is unplayable if the CPU doesnt have to abide by the cap. Please address
