Ability to move team

Is it possible to move your team to a new stadium? It seems like every year the cpu teams in our franchise league are moving to a new stadium. How can a user move his team to a new stadium? I double check to ensure that relocation setting is set to “Everyone (can relocate).” But 10 years into this franchise, no human user has gotten this option.
