Because vs is the same so they don't need to test it to see if it works. Woc has all the new moving parts with different mechanics on dressing rooms and created characters etc so that's where the bugs will be.

The dirty little secret is that you will probably never see any significant improvements to ai. Ai is actually a very difficult area to improve and consumes a lot of time and resources even for minimal gains and there just aren't a ton of people out there who do it well.
