Offline Legends?

Are the Legends going to be available for offline play?

I was pretty annoyed that they weren’t for 18.

Something tells me that I’m going to be annoyed again.

They're working towards that. There are some bugs being caused by the legends' age that prevented them from being useable for this early access trial.
