Why is he in the game already? I thought college/USHL players couldn’t be in the game until they’ve played minimum 1 NHL game?

I actually want to know why Josh Teves has a HUT item but Brogan Rafferty doesn't. Both were late season Canucks signings out of college. This type of inconsistency is maddening.
