Can't register to HUT Champions from Rivals

A friend of mine has a weird problem in Rivals. I write this on his behalf because of his weak English. He can't reedem to register to HUT Champions since Rivals appeared in HUT. He doesn't have a banner in Rivals which shows amount of collected HUT Champion points and no button to register, even though he collected 2000 points (screenshot below):
His Rivals screen shows the same thing for 2 weeks. He can't move a cursor on it. It's just inactive.
As everybody knows it should look like this:
