What are the rules for what makes a GOOD connection?

So i would really low to know the boundaries for each, what makes a good connection?

Why im asking is because more than often i have a good connection, it also "looks" good in the network performance that you can see under settings during a game. But still , more than often i get super slow players, players arent picking up pucks etc, and thats when the network performance is suposed to be good.
