I have the same issue, particularly with end of the list syndrome too. I tend to see the same couple of names everyday, those people are loyal and I adore them for it. Personally I visit everyone e everyday and give hearts/ vandalize whenever I can. I even go back and check on a town at least twice if no cards re available. But there are a few people who I added right around the beginning of the event who visited me once ( some never). I feel bad about deleting people but my general rule is if they haven't logged in for at least 3 weeks, never visit me, or have a town that is nothing but a house farm and buildings all jumbled together with no effort put into arranging a town at all.
I like seeing others towns and believing that I am helping others. And I have huge guilt over deleting people but sometimes you just have to cut people out of your life who add nothing to it, whether that's virtually or in real life. Am thinking of a list clean up if anyone needs an active and thoughtful neighboreeno!
Either there is a glitch in the game, or once other neighbors have given you valentines, you are no longer able to receive them until you tap on the ones you have received.
Either way, I will visit some of your towns multiple times a day with no valentines available to tap on.
I make an effort to visit all my friends everyday. If there aren't any valentines available, I click one of the higher paying buildings so I can keep all my neighbors timers synced up. I find it a little too difficult during my work week to have everyone ready to visit a different times. If I get a chance, I come back to look for more hearts, but if I can't, at least they get a small bonus from the one building I tapped. Better than not tapping anything, I guess.

At the moment I have jotted down 40 out of 95 friends who have visited for the last 24 hours.
But what else I notice is, is that some visitors have been tapping on some of the buildings that's recognised by the handshake and not collecting the valentine cards, so this method of jotting down names is proving not so fruitful.
So I may stick to the old method and only delete those who have not logged in for many days.

I occasionally take notes too. Not for the purpose of deleting people, but just trying to figure things out about the game (like the former friend bonus, when you can tap valentines, when mop/spray can are available, etc).
It doesn't take the fun out of the game for me, actually quite the opposite. But I'm an out of work consultant analyst with an economics degree... perhaps what I find fun isn't normal!
