When the £##! Is the upgrade coming?

I was actually wondering why some of my neighbors have the upgrade? When I try to visit their Springfeild it says they are upgraded and I need to upgrade to visit. Alas no upgrade available......

Well we still want an upgrade so I guess it will always be up to date.
