I got the glitch shortly after I finished building El Chemistry and sent Ralph and Chief to dine there, I've tried all the suggested solutions multiple times (including circling the loading screen) but nothing works.
instead of circling the loading screen for 15 mins, change the auto-lock feature in the apple settings (Settings --> General --> Auto-Lock) from 1 minute to Never. Put your apple device on charge, mute the device so you don't have to hear that annoying harp sound, open the tapped out application and walk away. Come back in 20 mins and you should be back in your game. This is what I did and it worked
Leaving it to its own devices didn't work for me. Tried the above already this afternoon... I disabled auto lock and let it go, but all the appplication did was play the harp loop for around 10 minutes and then crash.

Try killing the application so it has completely closed and try again. I hope it works for you!
Just managed to get back in after leaving it on the loading screen. I should mention though, that it would simply crash after five minutes on my iPad 2, but my iPhone 5 stayed on for 20 minutes until it managed to get back in. I wonder if the people that cannot get back in no matter what have older devices? (As in, the ones that have their app crash when trying to get past the harp)
Dudes, plug in your charger and leave it on the loading screen. Wait 20 mins and you'll get back in.

Mine crashed after I had built the Wiggum House and the restaurant like everyone else....but the actual crash happened when I completed one of Willy's tasks "Like Mamma used to make"
Built the Wiggum house, which leveled me up (prematurely, I think), played the donut game, set Ralph on his task.
I think this was the trigger for me. I built the house, forgot about Ralph :oops: and was in and out of my town several times last night. Then I set Ralph on the magnifying glass and when I went to log back in right before bed the game was hanging on loading. Drat!

This is the only game I play daily but starting to think about quitting this game as sick of problems can't get on just shows the loading screen wondering what is going to happen to my hearts have nearly 2000 this is one fed up player

Yay! I got my Springfield back! This is what happened:
I got the harp sound and freezing donut on saturday afternoon and since then I tried everything I've read on the forums, including several (a lot) of attempts at leaving the harp sound and the freezing screen go on with no result other than the game crashing and going back to the home screen of the device (been using and ipad mini and an iphone 4). Yesterday I tried the circle trick a couple of times with the same result.
This morning I just tried again, I disabled the auto block and left it there to be, it crashed a couple of times but the third time (I think) it started doing something different, it showed the Bart screen where it asks you to try reconnecting, I got it a few times in a row so I thought I had lost internet connection so I went to the weather app to check and the connection was ok, I went back to the game where the Bart screen was still on and this time when I hit reconnect it went back to the Touch the screen -screen, and when I hit it, it finally got into the game, got the donut presents thing once and then everything went normal, as of now.
Hope it's getting fixed for everybody or that this helps or gives a little hope.

Btw, I had the iPhone plugged in when this happened, just in case it has something to do.
On a second note, I'm quite sure it has to do with the fact that I have to study for an exam...
Just had the harp freeze happen to me too. I've had the Wiggum house built for a few days now, but just this morning, I finished the restaurant, then proceeded to do a small simple "Harvest Perfection" quest, and when that finished, that was when I got the harp freeze. It's kind of annoying that a glitch this major is still in the game. I play this game multiple times a day and not being able to play this fun game really sucks.
