XP loss after buying El Chemistry.

You may have been close to leveling up (within level). After you finished with El Chemistri were you then prompted to choose between 3 boxes to win donuts? If so you had (for lack of better explanation) a mini level up.

At least that is what happened to me after I finished with my El Chemistri build. My remaining XPs carried over (around 24000 if i recall) and XP goal went back to 120000.

No, I am past level 26 and on bonus levels, but I was (and still am) mid-level: my current goal is 120.000 and I've been set back from 61k to 51k, no donuts were offered to sugar the pill!

I had this same thing happen as well. I lost about 20k xp when I finished the Wiggum house and lost about 10k when El Chemestri completed.
