I have the same problem as the OP, and got a rollback last week that fixed the problem for all of a few hours. I decided to wait for the next big update in the hopes it was a problem with the mini-event; no such luck.
I talked to a tech support guy today, who seemed to think a fix from the devs was imminent. He told me to call back tomorrow if the issue wasn't resolved. Could be he just wanted to be rid of me, though.
I've also been hit 4 times since the outlands event ended. I've had good luck getting help, but a rollback is all they can do, and those just don't last. Here's the latest email from support:

I think it is absolutely ridiculous that this issue is still going on!
I had this first come up last year and it was resolved via a rollback. It then happened again yesterday night and was promptly rolled back the following morning, only for the same problem to happen again 10 hours later. This really needs to be fixed without having to roll back all the time, worrying that the issue will come back again. I have decided that I am not rolling back again as I don't want to lose any further progress with the hope that a permanent patch is around the corner, but seeing that the issue was reported a while ago, I don't have much hope.
If the issue doesn't get fixed anytime soon, I think i'm going to have to abandon this game, despite the time i've put in to it. It's just too much hassle now.

To be fair Rob, I am not too sure if an extra Rollback can resolve your issue and I wouldn't like to chance it with you not being happy with the result.
The Studios are aware of the issue that players like you are experiencing and they are working on a fix at the moment like I previously mentioned to you. When we provide a Template Land, we try to offer our players with the closest Springfield than they had previously. Now it is up to you to take a decision. Please think through, take your time and let me know once you take a decision.
I was offered a template town too. You could end up with a lot buildings, items, characters you don't have now, which sounds good.......BUT.......if you have been playing for a long time (I have playing for 4 years) you will not get back everything you have now.
With this deal he looked up how many donuts I bought in the last 4 years added a few and offered 4,400 donuts if I took the the template town.
Since there was a good chance I would lose some or many of my favorite things I bought or earned 3-4 years ago.......plus.....no guarantee the new template would not be hit with the glitch too.....i kindly refused.
I was just got with this bug today. Early in the morning everything was normal, in fact the current heist quests are still working perfectly. but as I explored my town, i realized that some things weren't right. My friendship level, Burns'money mountain, Mars colony have all reset to 1. Tap radius at lowest level as well. My Redwood Tree is gone! Tire fire is awarding ribbons, Springfield games pin collection is missing. The snowman and gingerbread mansion can't be changed and no Rail yard quests

BTW RAIL YARD PROJECT DAILY CHALLENGES CHANGES IN TO WEEKLY WHICH MEANS NO MORE DONUTS !!! DOOOH !!!
I believe that is a settings issue. There is another thread about it here somewhere if I find it Ill post it or pm it to you
Actually they move to weekly but with now update each week......sooo Rail Yard is totally out of commission when hit with the glitch
