ok so i have reinstalled the game 3 times now, and now it is showing me this message; "your other device didn't save your Springfield. Please sign into that device before playing." but i don't have another device i play the game on! its just my iPhone that i play on..

help!! what do i do???

Go ahead and login. I've seen that prompt many times, it means Origin didn't save your progress up to a certain point (something recent, you wouldn't have lost weeks or months worth of time).
