Firstly, if people bought donuts for the higher price then they would be annoyed if they were lowered, especially if you bought a lot
Secondly, premium items will become more found and less "rare" or found throughout the towns which will then again annoy the people who bought it for a higher price.
One reason donuts do not have to be cheaper is that it is possible to earn a free donut a day by visiting all your friends if you have enough friends.
Technically, you could stop after the premium donut is awarded. But since it seems to be awarded by a random number generator with no limit; I've won more than one on the same day, it makes no sense not to finish helping all your friends in case you win two donuts. I don't think I've won three in a day but I'm sure it's possible.
I'm not sure what the magic number is to guarantee a free donut a day but it's probably between 60-80 and clicking on all three houses or whatever the event requires. That pretty much guarantees all players 365 free donuts a year.
Plus, there are one to three donuts each time you level up.
Plus there are three donuts each time you exceed the experience bar quota past the top level offered, but you can pay $50,000 for more chances to make sure it is a three donut win if you have to.
If your Springfield is large enough where it is a cash cow, you can buy and sell items with high XP value just to earn more donuts quickly.
Now, you will never be able to have as much stuff this way as someone willing to plunk down cold hard cash. But if you are a kid who desperately wants item "X", these ways will help. Just be sure you've made as many regularly playing friends as possible and visit them every day.
Finally: they've reset the magic box so that 30 donuts rotates through it fast as well as a number of expensive premium items: the itchy scratchy sign, Lard Lad and some other things that generate cash and XP bonus.
When I was starting I probably over purchased items that have Cash and XP bonus because now I have several huge parking lots. But it does mean that I am never cash poor. I only worry that when I hit $100,000,000 or $1,000,000,000 some day it will crash my Springfield.

The deluxe condo had a guy reading a newspaper and steam coming out of the boiler unit on the roof. Also the Montessori school had a bird flying around the chimney. What caused that?
