I think the same thing just happened to me. I had about 60. I clicked through a few friends' towns, and returned to find that I now have 16.

The EXP "bug", I think, is the conspiracy. How do you miss this in testing, IF they test? I think they wanted to stop giving donuts away for this expansion so they'd make more money.
