How much did you have to Sell/Store after the 3k Limit Update?

How do you know if your over the limit? Also I'm hearing about all these new premium items like lugashs gym but I don't see anything new. Do I have to complete quests first? Used to be they would have the buildings shaded out in the menu but I don't see them
