Actually, it sounds more likely that your "friends" are sending Lisa on her 5 hour "release snakes from other towns" task which actually lowers your snake count if they choose your town.

I read that that doesn't really lower your snake count. Now I wonder.

If people send Lisa to release snakes from your town it takes your snakes. If you read the guide it says you must send her to other Springfield instead of your friends.
