First of all, turn of your caps-lock.
Second, it is also possible that the friend you want to accept, has reached his/her 100 friend cap. You get the message you describe, when that happens.

Try logging out and back in. Could also be that person has 100 friends.

If that fails try turning off caps lock, it might help your karma.
