You are just behind in quests. It's a common thing. The best advice I can give you is to make sure have all characters out at the same time & see who offers you a quest. Some quests won't trigger unless you have completed the ones that should come before that one for a specific building.

Example: If you get a quest from someone & it takes 4hrs to complete, then make sure you send everybody else not on a quest on jobs that take the same amount of time to complete as the quest. So that way, once you come back to complete the quest, finish everyone else's jobs & everyone else will be free again at the same time. This will help you trigger lots of quests. Just rinse and repeat & youll be caught up in no time

OK... I'm in a silly mood obviously but "rinse and repeat" made me burst into laughter! Thanks for that!

Apu triggers the plant. If he is free and it doesn't start then you are behind.

Just to add you will probably be further behind unlocking things than usual, as with all the extra Halloween quests it pushes normal quests behind
