answering your quesiton :
1. if you already tap on you building money, your friend cannot tap it, the building must be in the condition of ready to be collected for your friend to be tapped.
2. the difference is when you friend tap on the building, it will give you vision of a handshake, that mean your friend already tap on that building, normally the building countdown to be collected is reset every time you collect it (example : house have 4 hours duration to be collect, after you tap the building, it will give you money+exp and the counter will reset to 4 hours again) but if your friends tap on that building, the counter will be reset even though you haven't collect on it.
