I'm not sure there's enough content for it. Maybe if you make it part of an animal event and throw in some jockey elves from the Furious D episode there'd be enough stuff to fill out an event.

More importantly, they already released her pony back in the Wild West event, while she is a deco, it gives Lisa a task that allows her (Lisa) to ride the pony.
I was thinking it'd certainly fill a mini. With the training ring, and other items. Full event would be a little tricker unless they just want to make a full equine event.
