Tonys Compound

What quests do you have to complete in order to be prompted to build fat Tony's compound? I have multiple quest lines on the go atm and am unsure which ones need to be completed. I am stuck at the part where Wiggum is suppose to prompt Tony to play the violin. I tried storing Tony and Wiggum to no avail. Any help here is much appreciated. Its the last building I need lol. Killing me not to have it.
