No, Fat Tony's Compound contains his two henchmen, Legs & Louie. The Social Club comes with Fat Tony. He appears right after you build it.

just finished building the Legit Businessman's Social Club and got the Fat Tony popup after so i guess this could serve as a confirmation of what should otherwise be a commonly known fact (which to my disdain I didn't know until after the build..)

I guess EA are taking pity in those who missed out. Or it would just be stupid to have Legs, Louie, Fat Tony's mansion AND the Legitimate Business Club without actually having Fat Tony. :P
