It's only the new land that is affected though right all old land can still be purchased for in-game currency I assume?

Just put most of my characters on eight hour tasks. Some main characters are only four, or even one in some cases. Normally I check the forum on days when the update is rumored to hit. But not today. D’oh!!!

You will be able to tap Ruffians in towns once you get far enough in the quest line.

During friend visits it says to tap bullies, but I see no bullies.

Perhaps it unlocks at a later stage..
