I was having the same issue (post whacking day) and the solution I came up with was to start the quest, hit the home button, close the game and not go back in for 4+ hours.

I was able to finish the quest and move on

I've noticed this glitch after I completed the task. Yay for me!
If u plug in ur charger and got a couple hours to spare
just keep your game on and monitor that odd couple until it's complete.
