Can you get 5 stars without buying donuts?

I have two of Kwik-E-Mart, Gulp 'N' Blow, and Krusty Burger. My consumerism is at 5 and Gluttony is 4.5. I don't know of any way other than premium items to raise Obedience. I hope they add the hospital or news station so I can get that fifth star.

Yes you need at least 3 of the stuff mentioned above.

When you hit level 22 you can buy stop signs with money to increase Obidience - no donuts required.

I got everything thing in the game including premium items & I don't have 5 stars. I don't have multiples of the same houses or restaurants either.

I may have to add more stop signs as mentioned above

That's why you don't have 5 stars. I didn't want multiple of stores or restaurant either but ended up getting 2 more store and 4 more restaurant and now I have 5 stars.

That was probably the only item I hadn't clicked the 'more information' bubble. They need to lower the level for them. my town wasn't designed with them in mind. It took me close to 20, maybe a few less, to raise my obedience one star. They're just kind of tacked onto every corner now.
