What do you mean? Did you expect a challenge? Also, your stars aren't filled because you've not built enough things. You're supposed to be designing and building your own Springfield. What were you playing for?

It's not the end of the game forever though, it's just limited until they make buildings for higher levels. About a month ago the highest level was 20, but when they added Muntz house and krabapple apartment, it was raised to 22.

Whenever I hear someone talk about TSTO as though you need to quickly reach the highest level in order to "win", my immediate thought is that TSTO is probably not for them and that they might be better off with some other game.
