I imagine it'll be a standard decoration although I could see it being like the fountain or weather station. A quest is required to unlock it.

but the bomb shelter doesnt seem to be tied in to the quests at all. So I'd assume we can place as many as we want.

I've been mentioning this for a month since Outerhaven posted it. It makes no sense. All the evidence points to Herman with no Wolfcastle, but he has to be... I don't know, don't wanna speculate.

Is it a required quest?

It is part 4 of a 5 part chain, the last part involving fat tony.

It doesnt make sense unless the quest chain is just halted until the next update.
