Fat Tony prompts Legs & Louie, but task is Locked!

You need them both not on a task to perform it. Normally I hit legs when they are are open and then they dump a guy into a barrel. I hope this helps.

You need to have at least a little bit of a river in your town too before you can do that task

That was it - I had cleaned out all my river earlier in the game (it's a very minimalist Springfield)

I have the same issue with legs and Louie. Any ideas what to do. Even when they are both free.the task interrogate squealer is locked. Help!
