What was the 'Deal' for the Itchy Balloon?

I mean yea, I bought it for the 2% bonus and I didn't have it before but what was the reason for holding it back for the limited release? I thought for sure it would be a donut rebate...

I bought about 70 of them when krustyland was still a seperate area, it was one of the few krustyland specific items with a multiplier attached. Now they all sit in storage, not beeded anymore. I did put a couple out, but not all 70 (or so) of them

The Itchy Balloon was (outside of the I&S Billboard) the only XP boosting items you could buy in KL.

I only bought one while KL was in a separate location, but bought one when I purchased the Roger Myers Story.

The torches had a 0.2% but that barely counts. They were something like 10 donuts each too, or some crazy price like that

It wasn't held back. It was available the whole time. I come across it every time I buy something in the Krustyland part of the store. The difference is that it's now being highlighted in the event section of the store. They're doing the same thing with the red brick walls.
