Who is this random guy in my Springfield?

Okay, it’s late, so this is probably a dumb thing to ask. I originally thought he was a Krustyland patron, but he has no tickets to collect and he’s wandering around Springfield Heights. Nothing happens when I tap him. Is this normal, because I’ve never noticed him before? Maybe I’m just sleep deprived.

He's holding a KL guide map.

While we had the KL area, you must have not noticed him before I guess.

Now I kind of want random unidentifiable people to show up in my town... and I kind of want to somehow be able to send Adil Hoxha and James Bont to spy on them just to make sure they're not up to something.

That is not a KL park visitor. Is it possible that is one of the upcoming zoo visitors?

I always wondered whether the designers put cartoon images based on themselves in the game like Middle Ages craftsmen sculpted their own faces to decorate churches. But probably I should keep off the wine..

I saw him in my KL pre nuke, he wasn't in my KL area last night, he was this morning, not this afternoon, maybe he's quality control or health & safety

That would be a cool curve ball for ea to randomly place a npc in our town that wanders and then is the main protagonist for a event and he later becomes for sale with a task list and viewable actions
