Okay, so you know how characters in friends towns are often shown in skins/doing jobs they don't actually have?
Has this ever been used to hint at aspects of new events?
I only ask because while visiting a friends town, it showed the kids in Halloween costumes.
It's probably just a coincidence, but after seeing all the speculation about/hoping for trick-or-treating this year, and then seeing a witchy Lisa...

You'll have to play or buy skins to have them yourself, and they'll show up in Events and Boxes.
Halloween skins tend to be on sale in Autumn.
There is no hinting, because anything visible to you actually has to be in your device's data base, otherwise your device couldn't display it. And any content on the device is visible to people like LPNI who scan the game files. So we would know.
The Bart, Milhouse, and Lisa ones, yes.
I wouldn't have thought anything of it, except that I've never seen those skins before, and they were all together at the same time.

That actually is not the case. They were at the zoo, no doubt performing the final task, which would actually set them to their original form.
I understand the code has to already be in my game. However, it just seemed odd that all three of them came walking out in Halloween costumes. Especially as the game has prefered skins (I nearly always see the Lisa from the episode where Bart is Beethoven).
Anyway, I just thought it was cool to see them, and hoped that it might have happened before.

Exactly this. That particular neighbor has the nightmare pile feature in their town, so when you visit them, you'll see what's in their DB. But they don't necessarily have to be assigning those tasks for you to be seeing them, because the server randomly generates them in your device. You're not seeing a neighbor's town live. You're seeing a clone projection of what's available in that DB.
I do suspect the server favors premium features to encourage others to crave them.
This is why, when you visit neighbours who have the zoo in their towns, all the characters that are earning currency suddenly appear from out of the animal enclosures in random outfits.
In your neighbour's game, the characters will be performing the tasks at the enclosures but when you visit, EA's servers just bring them out and make them wander around. Only you can see this happening during your visit.
It would be much better if you could allocate all the kids to wear their trick or treat costumes at the same time - the way the zombie sandwich works - but you can only select one kid at a time, not all of them.
