What happens after you build itchy and scratchy store?

Put it in your storage and then re-place it on your boardwalk. Should fix the glitch. Worked for me and a few others

The captain should start it I believe but the three people who start the main quest for this have been Lisa captain and homer side quests Bart milhouse and Lisa
