Issue with the monorail expansion

For some reason on one of my towns, after I finished "A Rail of One City Pt. 4", there were no more quests involving it. I'm pretty sure the next quest is supposed to be "Same as it Ever Was", however it hasn't triggered? Is there anything I can do to fix this? As I'd like to be able to build a monorail.
