Holographic Hills, an advanced technique used to hide the futuristic city in Final Fantasy ...8?... from the outside world. They put up a hologram fence and hid behind a projection of open desert or something.

The mountains on the lower left dim and fade but the mountains on the upper right only dim.

What you're describing I think is where you can or cannot place the Simpson mtn range and the monorail tunnels. OK on the left but not on the right and further up. Maybe?
