To answer the last part of your question...it was bought for treats(like Christmas coins or valentines hearts we collected). I think it was 250 treats but I cant remember exactly.

ah I see, thanks for the info! that's really cool, I've never seen a building skin since I started playing (about a month before Whacking Day event)
