I have been able to stabilize my righteousness rating at 5 stars after having it drop to a half star almost every day. The only change I made is that once I achieved 5 stars again, I no longer clean-up graffiti in friend's towns.
I am level 31 non premium and my conform-o-meter has just dropped from 4% to 3.5% bonus. I am dropping due to righteousness (half a star), consumerism (2.5 stars) and socialism (2 stars).
I have 2 Kwik-E-Marts and all the other one off buildings.
Snake spends all the time serving time and I have asked my friends to grafitti my public buildings.
I have a friend for each star.
So what am I doing wrong apart from not having enough friends?

Socialism is affected by daily visits. So you need to be visiting your friends every day! Once you have it up to 5, you can still visit somewhat recently, but if you completely stop it will die down again.
Consumerism is stores, so you need Kwik-E-Marts. If you have all of the Squidport stores, you should only need 4-7 Kwik-E-Marts depending on if you have any premium stores. I have all of them (Mapple, Sprawl Mart, etc) so I only need like 4 Kwik-E-Marts. I had 3 prior to Squidport and needed a 4th to get the full 5 stars.

before my holiday my rating was constantly dropping to one star even though I visited my neighbours daily and cleaned up lots. On holiday I could not visit due to lack of wi-fi but my rating stayed at 4.5 stars. Since I've been back for nearly 2 weeks now my rating hasn't dropped even though I'm back to visiting daily. Don't graffiti or clean up your neighbours unless your rating drops.

Yes, but it appears that this rating also allows you to go "beyond" 5 stars in terms of ranking. So if during Whacking Day you went every day, then you built it up. I don't know how high it goes, or if it's some sort of glitch, but basically you can go a while without visiting friends if you built it up.
I basically do it every few days to keep it safe. I also don't know how fast it drops. Perhaps you need like 3-4 weeks of never visiting friends for it to drop down.
Maybe, just maybe it also factors in how often your town is visited. So if you have good neighbors, perhaps they are helping you out in a sense.
