Yes, this is tied to the forum itself which is managed by a company called Vanilla. The previous iteration of the forum allowed for animated GIFs as profile picture but this one doesn't, we've talked to them about this a good while back and unfortunately we can't change this.
I'll try to address your concerns around the badges now.
For the anniversary badges, it should grant them automatically but doesn't for everyone as their "start date" on this forum may not have carried over from the previous forums. I have granted it to a couple of volunteer moderators as a thank you for their additional aid on the forums.
As an exception I can manually grant this to some of the ancient folks here that have been around since forever. Needless to say that I won't be giving it to the new comers. I'm no longer on these forums but I'll try to pop in here every now and again to see who tagged me requesting this badge.
For the "Most feared" and "Bromance" badges, those are badges I created myself to engage with the sports community as I was the community manager there for a couple of years.
The bromance one was to try to stop on-going arguments between two extremely passionate players on the NHL boards, they have some of the most detailed and constructive feedback on our games I have yet to see. Their views differed which would cause arguments and I wanted them to get on better. I gave it to myself & NatureBoy as he is someone I'm grew very close to over the years and as I knew I was going to transition into FIFA eventually I wanted him to have something to remember our good times by.
The Madden most feared was linked to a Halloween promotion, those who took part in the conversation were granted the badge. This was something I did to encourage our Madden community to participate in the forums.
The badges I created were done at a time I believed I could set up a rule to grant these badges automatically if forum users met certain criteria, sadly due to technical limitations we are unable to set any rules up for it. Goes without saying that granting all badges manually isn't something that is feasible, however as pointed out above I am willing to grant the "ancient membership" to those who deserve it.
@EA_Roger I certainly feel like an ancient member. It's down to a handful of old regulars that were here when I started. Funny thing is I lurked and watched for a couple years before joining.

He's a game changer. Maybe he's on other EA boards that have badges we don't have? I'll find out.
OK I joined the first Christmas after TSTO started and I have six anniversary badges. How does this individual have ten anniversary badges?
