How can i get sideshow bob or cecil ik there was an event years ago involving the terwilliger family but i lost my original progress since then and recently got back to it im now in level 81 and am wondering how can i get him

If you're using an Apple device, put your finger at the top edge of the screen and swipe down to open the Notification Center. Now swipe up to close the Notification Center. Repeat 10 times. That will start the quest to get Sideshow Bob. After 24 hours repeat this to start the second part of the quest. After 24 more hours repeat for the third part.
If you're using an Android device... Beg or borrow (but do not steal, stealing is bad) use of an Apple device, install Tapped Out and log in to your game...
During the All This Jazz event you could buy the Outdoor Opera Stage and that would trigger the quest to get Bob. We're hoping they'll bring it back permanently.
As for Cecil and the rest of the Terwilliger clan... Francesca and Gino are available in the Yearbook.
