This is a frequently reported problem. Depending on your device you may need to have up to 5GB free storage to avoid this problem.
Im guessing you have an older device based on the 1060mb download, so you may get away with freeing up as little as 2GB storage.

Every time I open my Springfield app, it says that I need to make the ~1060 mb ish download. Any body else who has that problem?

Been a ton of threads on this. It's not EA its your device. Depending on the device you may need as much as 7 gigs free to kerp the game going. Apple devices seem to suffer the most.
I install and clear temp files and see what you have. You may need to move pics or music to make enough room, or uninstall unused apps.
Video apps like Netflix can be using large amounts of storage in cache.

I've experienced that it's not a lack of storage, it's a lack of CACHE that prevents a download. I clear the cache and it comes through ok. The storage was available the whole time.
All my designs look unfinished because i can't place as many plants, streetlights, and fences as i would like. PLEASE REMOVE THE LIMIT, EA!

?????????????????? @4junk3000 Where do you think the browser cache is stored? It's in storage! When you browse web pages the cache fills up and pushes other things out of storage. So your OS says, "Oh, here's a great big huge bunch of files that aren't being used... I'll delete those and put the web cache here instead."
And some of us don't use the browser on our phones or tablets, so that's not the issue.
And my blood sugar is low this morning because the game keeps kicking me out so I can't finish up and eat the rest of my breakfast!

In this pic, the dark blue is the Cache. Deleting items from the apps, pics, etc has not made a difference, when the downloader is rejecting the download because the allotment for the cache is full.
Emptying the cache happens by tapping it in this list. This always helps me when something won't DL
The cache is a designated value. It adjusts based on need. But if the download is larger than the space available within the value designated at that time, it will fail.

I have never seen that. I always thought that when people said to "clear the cache" they meant the browser cache.

You mean you have 40GB free and it keeps happening to you? Could be your device is telling you there's more free space than there is?
