Maybe I'm late to this party, but none of the forums I've read on this subject have ever pointed this out unless its buried deep, so, my apologies if this is a repeat.
Here's what I've discovered (and tested): When your Righteousness goes down, you can bring it back up by going to neighbors' Springfields and CLEANING UP THEIR GRAFFITI. As far as I can tell, it's not your own graffiti, nor does it have anything to do with tasks. The only item I know of that you can purchase to boost your Righteousness rating is the very recently added Training Wall (level 33).
It still is not clear to me as to how or why your Righteousness goes down in the first place, though. It seems inconsistent with Sideshow Bob's appearances. But I know for a fact that cleaning up graffiti in neighboring Springfields IS a solution. It gives you back half of a star for every building you "clean".
Also, I found an easy way to tell who might be most likely to have graffiti to clean up (many of you have about a gazillion neighbors, which takes a lot of time to scan through and find graffitied bldgs) thanks to a fairly recent update; when you step out of your own Springfield and see your neighbor list (so to speak), you'll see now it shows how developed their town is, whether or not they have Krustlyland, Squidport, etc. chances are, if they don't have SP and/or KL, they probably haven't played in a while. Which means, they are the most likely to have graffiti that needs cleaning.
So there you have it, friends. Hope that helps ease some of the pain that comes with suddenly losing your 5-star rating due to something we used to believe was out of our control - now it's not
Please feel free to offer up any (preferably legitimately tested) theories on why the Righteousness dip happens in the first place. Chances are I won't see it, bc I'm not on here that often, but maybe it will help others.

+ 1 I never clean neighbors graffiti. If you do, they don't benefit from it. If you have a good number of neighbors, the problem usually fixes itself in about a day.
Righteousness seems to fall and rise for no reason. Some days I get a lot of graffiti and it doesn't change my rating. Usually it only makes half a star difference anyway.
1) always keeping Legs and Louie playing poker (24hr task)
2) always keeping Herman, Snake and Fat Tony in jail (24hr task)
I literally don't do anything else, such as cleaning or spraying graffiti.
I fit four behind one building alone....pretty easy to hide them.....
Same for me. Never dropped again since I started this combo a couple of months ago.
That's what I thought, too! And it's true, but I'm just saying, try it if your rating goes down. It works, I promise.
Also, my Righteousness is nearly never fixed in a day or so. Probably because I could never figure out how to get it back up. I'd have everyone go to church, put ppl in jail, etc. it never worked. The rating seemed to just go up randomly on its own after a few days to a week. Once I went about a week and a half before it went back up.
Then one day, SSBob showed up. I caught him. Went to a neighbors' Springfield, he showed up again, I caught him. Went back to my Springfield, my Righteousness had gone down to half a star. Within minutes! Ugh. So I tested my theory and it worked. My Righteousness was back to full stars within another few minutes that it took me to visit neighbors and find graffiti to clean.
You used to be able to clean neighbors graffiti. Put up about 20 training walls and you'll never have to worry about righteous again.

That 'feature' is no longer available in the game, it was removed several updates ago.
Yes. If you buy a ton of training walls you should be able to keep your righteousness at 5 stars (even if you don't catch sideshow bob all the time)
