You don't need him for the news building. But the new update should have fixed that. It did for me.

There is no correlation between grandpa telling stories and the news building ... Grandpa has been telling the same tired story in my game since mid October and continues still, but once the update hit I got the news 6 building ... Are you sure you have progressed far enough and are at the right level to get it?

I'm maxed out in levels and have all the buildings and the balloons. I've been doing many quests daily with multiple characters. Grandpa is the only one who has been repeating the same quest.

Before you can build Channel 6 you have to complete the Skinner/Krabappel/Bart/Milhouse/Martin series of quests. I'm guessing you haven't done that yet. My Grandpa loop has been running for days and I just finished building Channel 6 a couple hours ago.

Yup. I've done those quests. I just reinstalled the game and now it isn't asking grandp to tell stories so hopefully something will happen afterQuimby finishes embezzling money in 24 hours.

Then it's Quimby being busy that's your problem. Once he's done it's him who will give you the option to build it.
