The Sea Captain fishing off of his boat would be a pretty stellar task. They should change his 24hr task to that. It would add some animation to peoples SP's that don't have all the premium items.
Not sure, but it might just unlock when you reach that part of the quest line. It's like the haunted condo, doesn't show in the building menu, but you get the prompt to build it.

Yes, I know he is not a premium character. But most of the animations on SP are premium. The fountain and all but one performer are premiums. There is not much going on there with out all those characters walking around, unless one of your roaming characters wonders onto you SP. I was saying a outdoor animated activity for the Sea Captain would add another animated object at the SP area for non-premium buying players.

I guess you could always select the outdoor-stand-in-place task which the captain has 2 of those, and a number of others do as well.

That's a good idea, I didn't even think of that. I usually just 24 my people, so those are the tasks I immediately think of. Life is pretty busy for me now-a-days. No time to come back in every 4 or 8 hours or even twice a day.
