Righteousness level glitch?

Short answer? Yes
It's a long standing glitch. If some of your neighbours graffiti your town in the future you will slowly get righteousness back up by cleaning the graffiti. It can also auto-correct itself after a while.
Placing multiple training walls also raises your righteousness rating.
