You need to finish the 'Conventional Wisdom' storyline, you need Homer and Lisa free for it. It should take less than 24 hours all up. Better get cracking on it, if you haven't already! It gets put straight into your inventory when you're finished.

According to the official tapped out FB the event ends tonight so everyone should have got it by now. The total time without interruption would take 20 hours and it started Thursday around 4am eastern so there was plenty of time. I got it in all of my towns yesterday

Oh I think I'm in the middle of the quest!! I have 3 quests running simultaneously for Homer (patty/Selma, krustyland and probably the Lisa update one!).
