Update wasn't coming up in Google Play for my Android, but I went to My Apps and clicked TSTO and it allowed me to hit the update button.

For android, go to the Play Store, scroll down to TSTO, select it, then click on it in the right pane again and it will show the new splash screen and the update button. It isn't pushing through to the alerts yet but it is there.
