I can't haunt yet...but I've only finished the first building. Do you have to progress in the tasks further to be able to haunt?

Hmm maybe that's it. I sped up the first few things so I can't say when exactly I was able to start haunting but maybe you need to finish a certain task first. Hopefully someone can confirm. Thank you

I couldn't haunt right away after I started Collecting goo I think it triggers after a certain mission 2 or three in not sure tho
